The Planning and Zoning Commission on June 3 approved two related items for residential development along Bert/Burt Road: rezoning of a 3.44‑acre vacant parcel at 10974 East Britt Road from R‑1 to R‑2 to allow single‑family residential lots, and the final plat for Horizon Park Unit 3, a 5.165‑acre subdivision.
Jose Odeo, planner with the City of Socorro, said the 10974 East Britt parcel is owned by Bolling Brothers Development Company LLC; Enrique Escobar and Jorge Escarte of CA Group were present to represent the project. Staff recommended approval of the rezoning and the final plat. Commissioner Mateo announced an earlier conflict and abstained from the rezoning vote.
Jorge Escarte, with CA Group, described the proposed street and utility layout and said the development proposes a 60‑foot right‑of‑way with a 40‑foot paved roadway from curb to curb "so it's in line with the city of Socorro standards." He said the project will extend water and sewer to abutting, currently landlocked properties and provide a manhole and water valve at the end of the line so nearby owners can request service later.
Escarte said the development will install sidewalks adjacent to the property and oversize storm inlets along Burt Road to capture runoff; developer representatives said they will pay park fees rather than provide a park on this 18‑lot subdivision and that park improvements in the area are being reviewed by the city.
Commissioners asked whether sewer capacity could handle added connections and whether utilities existed on Burt Road. The developer team said water, sewer, gas and electric are on Burt Road and that the subdivision will bring utilities to the property line and make access improvements that could benefit neighboring landlocked lots. Staff discussed coordination with Lower Valley Water District and said extending sewer lines should help reduce stagnation in low‑flow pipes.
David Estrada moved to approve the rezoning and final plat; Oswaldo Reza seconded. The commission voted in favor with one abstention recorded for members who had earlier disclosed conflicts. The final plat for Horizon Park Unit 3 will connect to Sophia Arroyo Drive and Horizon Park Unit 1 Replat 8, and staff said construction‑phase approvals and utility permitting will follow.
