The Planning and Zoning Commission of the City of Socorro on June 3 approved rezoning of a 2.01-acre property at 10732 Horn Circle from R‑1 (single‑family residential) to C‑2 (general commercial), granted a conditional‑use permit to allow a fabrication shop and approved a variance to off‑street parking standards.
Jose Odeo, planner with the City of Socorro, told commissioners staff recommended approval of the rezoning, the conditional‑use permit and the variance from Section 46‑6‑31 (off‑street parking requirements), subsection 15, to permit a parking ratio of one space per 800 square feet of net leasable area instead of one per 200 square feet.
Property owner and applicant Gilberto Aranda said the business has operated at the site for about three years and that the owner wants to bring the site into compliance. "We... we're out of compliance, so we wanna comply and fence it in. We're gonna tear everything down, fence it in, get the dust level down, get the plumbing, get it paint booth, and everything will be enclosed," Aranda said. He said the operation fabricates handrails and decorative panels, does not sell retail on site and has periodic deliveries rather than continuous customer traffic.
A representative of El Paso Veterans and Riders, Derma, told the commission the neighborhood door‑to‑door outreach found no complaints and that residents generally welcomed the applicant's plans to enclose and clean up the site. "We went out there and talked to all the local neighbors... there were no... complaints," Derma said.
Commissioners discussed surrounding land uses and noted a mix of commercial and R‑1 properties near the site. Odeo said the site appears on the Socorro 2040 future‑land‑use map as rural residential but staff had received no correspondence in opposition after notifying property owners within 200 feet. Chair Andrew Arroyos moved to approve; Yolanda Rodriguez seconded. The motion carried.
The action approves the rezoning, the conditional‑use permit for a fabrication shop and the requested parking variance. The commission did not attach additional conditions beyond those in staff materials, and staff and the applicant said they would proceed with required permits and site improvements.
