Mayor Brian Smith said an interview panel (including Justin Behrend and Jay Shambaugh) interviewed three candidates and judged Stolz the strongest candidate, particularly for economic development. Jay Shambaugh was unavailable to appear live; the mayor read a letter from Stolz expressing gratitude for the appointment: “I would like to express my sincere gratitude for the opportunity to serve as the community and economic development director for the city of Waupaca… I look forward to bringing my skills, experience, and enthusiasm to advance the city's goals and priorities.”
Council members asked whether there was a cap on relocation reimbursement and whether there were post‑employment repayment obligations for relocation or training. Mayor Smith said the offer is at the top of the pay scale for the position and that the city does not have a maximum on relocation reimbursement; he also said no repayment conditions were included. Justin Behrend described Stolz as “very intelligent, very approachable” and said her background in economic development (including work with the Wisconsin Economic Development Corporation) fit the city’s priority needs, while acknowledging zoning experience was not her strongest area but could be supported by current staff.
The council voted to approve the mayor’s conditional offer. Laura Colbert read the roll call; recorded votes were “aye” from Paul Mayhew, Paul Hagen, Henry Valaker, Eric Halvorsen, Dave Peterson, Colin Dykstra, Dimitri Martin, Corey Nagel, Eric Olsen and Scott Perchatsky. The offer is conditional; the item’s packet included a conditional offer letter and Stolz’s résumé. Mayor Smith said the administration hopes Stolz’s start date will be June 23.
