Council approves rezoning of two Layton Road lots to allow single-family homes

The Waupaca Common Council voted 10-0 on June 3 to adopt Ordinance No. 02 2025, rezoning two vacant lots on Layton Road to R‑1 single‑family residential.
City staff presented the item as a second reading. Justin Behrend, interim city administrator, said the two lots are currently split between recreation zoning and R‑1 residential and that the recreation portion creates a “way too restrictive” situation for building a home to current codes. He recommended removing the recreation designation so single-family houses could be built.
Behrend said one neighbor called with questions but no public comments were received at the meeting. Mayor Brian Smith asked for a motion; the council approved the ordinance on the second reading. Laura Colbert, parks and rec director and acting clerk for the meeting, conducted the roll call.
The motion passed with recorded “aye” votes from Paul Hagen, Eric Halvorsen, Henry Valaker, Paul Mayhew, Dave Peterson, Colin Dykstra, Dimitri Martin, Corey Nagel, Eric Olsen and Scott Perchatsky.
No amendments or conditions were recorded in the meeting minutes. The transcript indicates the council treated this as the final (second) reading and took formal action to adopt the ordinance.
