The Geneva City Council approved a first amendment to an ARPA economic development agreement with Niche Restaurant LLC to add eligible costs for improvements at the business’s primary location at 14 South Third Street without increasing the total grant amount of $40,000.
Director Timoshenko explained the amendment was requested because uncertainty around the expansion plan required flexibility on eligible costs. Newly eligible line items include tuckpointing, façade renovations, plumbing and flooring at the restaurant’s main site. The amendment does not change the total ARPA award previously approved by the council in December 2024.
Staff said Director Timoshenko was available for questions; a representative for Niche was present at the meeting. The council approved the amendment by voice/roll call; the resolution passed with affirmative votes recorded. The amendment is meant to allow the business to use approved ARPA funds on alternate improvements if the original expansion plan cannot be completed as intended.
The council recorded no change in the $40,000 award and noted the city will continue to monitor eligible expenditures under the ARPA agreement.
