The Decatur City Council awarded the annual City Cemetery mowing contract to Thrive Outdoor after the city reopened bidding and evaluated vendor responsibility.
Procurement staff said Thrive Outdoor had previously held the contract and elected not to exercise an option last year, prompting the city to rebid the work. Five firms responded to the recent solicitation; although L & L Outdoors submitted the lowest numerical bid, staff and the beautification manager, environmental director and CFO reviewed vendor histories and determined L & L Outdoors was not a responsible bidder based on past contract issues.
Councilmember Daniel Boutwell (referenced by staff) told council he was not aware of unresolved performance issues and that the contract requires vendors to respond to complaints within 48 hours. Council moved and seconded the contract award and approved the recommendation to readjudicate the contract to Thrive Outdoor as the lowest responsible bidder.
