Boyle said he added about $8,000,000 in new capacity through revenue and fiscal affairs and that the current bill as amended was less than 1% over capacity. He said he had about $10,000,000 in cash to add when he received the bill and, with assistance from the Senate president and staff, had located additional funds to include in the amendments.
The amendments presented by Boyle would appropriate approximately $63,000,000 to projects in individual senators’ districts; Boyle said every senator would see additional funding in their districts based on priorities they provided. He noted that some projects not included in the amendment packet might be added on the floor through the funds bill (HB 461) adopted earlier in the committee. A senator moved to adopt the amendments; the committee voiced no opposition and adopted them. Senator Stein moved to report HB 2 as amended; the motion carried. The committee also authorized staff to make technical changes to the amendments, again with no recorded opposition. Boyle told members he expects the bill to be heard on the floor by the following Monday and invited senators to continue working with his office and staff on any corrections before then.

The sponsors emphasized that the package seeks to allocate capacity across districts while keeping the bill near its target capacity but acknowledged that not all requested projects could be funded from available dollars.
