Downtown board approves two event grants, tables larger Salsa the District request until July

The Downtown Development Board on June 2 approved high-impact grant funding requests for two recurring downtown events and deferred a third larger request until the board can review outside tourism funding decisions.
Vikki Shire, CRA division manager, presented three separate high-impact grant applications. The board unanimously approved a request of up to $30,000 for Intensity Academy's “Fall Y'all,” a two-day family festival proposed for Coachman Park in October 2025. Staff said Fall Y'all is projected to draw roughly 1,500 attendees per day; the total event budget is about $36,586 with the applicant contributing 38% of costs and requesting up to $30,000 in DBP funding to cover eligible production costs and estimated city fees.
Separately the board approved a staff recommendation of up to $30,000 to Market Culture for the 12-month Market Marie season at Coachman Park, where staff estimated more than 5,000 monthly attendees and a total season budget of $139,720; Market Culture is contributing about 80% of the cost and requested DDB support to cover city fees and direct production costs.
A third request from Florida Best Promotions to support Salsa the District (a one-night Halloween edition at Station Square Park, Nov. 1) asking up to $29,200 was discussed at length. The board asked repeated questions about audiovisual, marketing and vendor counts; the applicant said the event historically draws up to 5,000 attendees and that a pending $25,000 request to Visit St. Pete/Clearwater would fund much of the marketing. Several board members said the application's cost profile (notably $19,000+ for audio-visual and $25,000 for marketing for a one-night event) was higher than expected; members expressed concern about setting a precedent and about the uncertainty of outside funding. The board voted to continue the Salsa the District request to the July 7 meeting to allow the applicant time to learn the Visit St. Pete/Clearwater funding decision and return with clarified budget details.
Board approvals were unanimous for the two awards. For Salsa the District staff recommended approval of up to $29,200 but the board chose to delay action pending outside funding confirmation; a motion to continue to the July meeting passed unanimously.
Speakers who presented or answered questions included Vicki Shire (CRA division manager), event organizers appearing as Saucy Queen/Saucy Hubby for Intensity Academy, Blair from Market Culture, and representatives from Florida Best Promotions. Board members pressed applicants for clearer accounting of in-kind city fee estimates, marketing plans, and attendance counting methods.
Staff cited the DDB's funding policy (section 3) in recommending awards, noting qualifying criteria such as being free and open to the public and demonstrated match by applicants. The Salsa the District applicant said they would adjust scope if Visit St. Pete/Clearwater funding is not awarded; the board asked staff to return with the item July 7 with the applicant's updated budget and confirmation of other funding.
