Council approves closure of Clover Lane right-of-way to support nearby multifamily development

Amanda Jones of Transportation presented a staff report asking the council to close about 0.31 acre of the Clover Lane cul-de-sac right-of-way near Wake Forest Road. Jones said the right-of-way had been dedicated with Forest Manor Apartments (1967) and that the closure supports ASR 632024, a four-story multifamily building approved nearby. The development plan includes a multiuse path connecting Wake Forest Road and Watauga Street and an emergency/utility driveway on Watauga Street; Jones told council the closure “aligns with policy T 2.7 in the 2030 comprehensive plan.”
The city opened a public hearing. Rob Caudle, an engineer with Withers Ravenel, identified himself as the project’s design engineer and said he was available to answer technical questions. Toby Coleman was also present to answer questions. With no public opposition and no outstanding issues raised during the hearing, a council member moved to approve the right-of-way closure. The council approved the motion by voice vote.
Why it matters: The closure permits the developer to reconfigure local access, build a multiuse path and provide emergency access consistent with the approved site plan. Jones said the closure area is part of the project’s circulation and trail connections.
