Council amends TID 15 parcels, finds combined WPS-area parcels blighted to support redevelopment

The Monona City Council on June 2 approved an amendment to Tax Incremental District (TID) 15 to reflect recent parcel boundary changes associated with the WPS campus and the planned Topgolf development, and the council made a finding that the newly combined parcels meet blight criteria.
Doug (Director of Planning and Community Development) said the change followed a certified survey map tied to the Topgolf project that altered parcel boundaries and the vacation of Engel Street, which affected parcel contiguity within the TID. Katrina Becker, of Becker Professional Services, told the council parcel consolidation reduced seven parcels to four and that three parcels on the left side of the TID map — former Geschwold office properties — had become vacant and were being demolished.
"So in doing that, we have to, make a finding or maintain that the TID area is still at least 50 percent blighted for it to be a blight elimination district," Katrina said. She explained that while the redevelopment area finding does not change, specific parcel boundaries inside the TID must be updated to preserve the blight-elimination status and to allow TID financing to proceed for redevelopment.
Doug and Katrina also noted a clerical error in the draft resolution: a statute citation was incorrect in the packet and needed to be updated (references to 66.1105(2)(a)1 should read 66.1105(2)(a) (e)1). The council approved the resolution with the corrected statutory reference; approval was unanimous on a voice vote.
Council members asked for clarification about the Geschwold office buildings; Katrina said those buildings had tenants when the initial blight finding was made last year but became vacant and are now being demolished, meeting blight criteria including obsolescence and vacancy. The CDA had unanimously recommended the amendment at its previous meeting.
The resolution updates TID boundaries and preserves the district’s blight-elimination classification so redevelopment work and related financing can proceed according to the CDA’s plan and the council’s approvals.
