County reports cold-in-place recycling and shoulder widening on PJ Keller Highway

County highway staff reported active resurfacing and shoulder-widening work on PJ Keller Highway as part of this year’s cold-in-place recycling (CIR) project.
Mr. Stokes said crews milled off 2–4 inches of surface, placed Portland cement and an emulsion mixture in the milling train, and are placing material back in a paver. He described the process as a continuous train of tankers, mill and paver that “processes 4 inches of the existing pavement,” which typically expands (‘‘fluffs up’’) before compaction. Stokes said the operation also includes cutting back the edge of pavement about 3 feet and placing a safety shoulder; the work will add a uniform hot-mix surface across the roadway after CIR is completed. He said the contractor averages about three tankers of emulsion per day and expected the current stretch to be finished before anticipated rain.
Committee members asked whether safety shoulders are reserved only for school routes; Stokes said safety shoulders are applied where accident history, curves, or other safety reasons justify them, and some projects receive safety funding from the state. He also clarified the PJ Keller project excludes some sections previously resurfaced as part of another project and that the CIR stretch covers about four miles with follow-up hot-mix lifts (2.25 inches total in two lifts) after curing and moisture testing.
No contract dollar amounts were presented at the meeting.
