The Land Use and Transportation Committee approved a bridge construction petition to repair deck delamination and pop-outs on a bridge in Dale Township, authorizing county crews and contractors to remove and replace damaged areas.
Mr. Stokes described the inspection process used to locate delaminated areas: staff ‘‘sound’’ the deck (creating a hollow note where concrete has separated) and then run a wheeled chain to define laminated portions. For the Dale Township bridge the county determined about 40–43 square yards of deck require patching, compared with a total deck area of roughly 315 square yards — about 15% of the deck.
Stokes explained the repair method: saw-cut and jackhammer removal of delaminated concrete, expose and inspect reinforcing steel, and pour a specialized concrete patch. After repairs the township plans to perform oil-and-chip (chip seal) work over the entire deck to seal it. Stokes said for decks with more than about 50% delamination, the county typically performs a full deck overlay (scarify and place a 2.5-inch concrete overlay); he showed photos of a shorter bridge on Rop Road where roughly 50% of the deck will receive a full overlay.
Committee members asked about causes of delamination; Stokes said possible causes include rebar being placed too close to the surface, excess water at finishing, and freeze-thaw cycles combined with salting. The committee approved the petition by voice vote. No contract prices were discussed during the meeting.
