The council voted to approve item J‑8, authorizing purchase of a dump truck and backhoe to replace a 1992 Ford dump truck and a 1995 backhoe that staff said had exceeded expected service life.
Council member Reid pulled the item for discussion and said he wanted the public to understand the purchases replace existing units rather than add fleet capacity. “We have a 1992 backhoe and a 1995 backhoe and a 1992 Ford dump truck,” Reid said, noting accepted industry lifespans of about 10 years and that these units are far older than that. City staff confirmed the replacement vehicles and said the items were budgeted in last year’s capital budget and that the aggregate purchase price is below the amount set in that budget.
Residents asked for transparency on bids and frequency of use. A public commenter recommended showing bid comparisons on the agenda; staff said three bids were received for each piece of equipment and that the recommended purchases came in under budget. Council members asked about emissions and smog rules that had affected replacement of a prior boom truck; staff said they would consult the fleet group and provide follow-up details.
The council approved the item on a 5–0 roll call. Staff said surplus policy will govern disposition of replaced equipment and agreed to notify council when surplus sales are completed.
