Council authorizes studies and design contracts for ramp, intersection and stormwater pond projects

The Neenah Common Council approved multiple Public Services & Safety committee recommendations Wednesday that advance infrastructure work on a downtown parking ramp, a complicated intersection and a stormwater pond.
The council authorized a professional services agreement with Grama USA for a condition survey of the 20-year-old Church Street parking ramp at a cost not to exceed $12,000, funded by the capital facilities program. Alderman Lundrum said the survey will identify areas for repair, estimate probable costs and flag areas needing further investigation.
The council also authorized MSA Professional Services to prepare a roundabout feasibility analysis for the intersection of Nicolay Boulevard, Commercial Street and First Street for up to $13,560. Alderman Lundrum described the intersection as a complex “five-corners” location near two churches and a car wash; council discussed prior related intersection lighting and camera work.
Finally, council authorized staff to enter a professional services agreement with Veil Engineering and Environmental Inc. for design and permitting of the Courtside Fields pond for $17,650, subject to a letter of intent between the city and the property owner. Alderman Lundrum and others said this design-and-permit step is atypical for city stormwater ponds but could yield long-term benefits; staff described the item as design and permitting only at this stage.
Each motion passed unanimously, 8-0.
