Board to seek more information before deciding on $50,000 investment to Heart of Illinois Regional Port District

Peoria County administrators told the board they will bring Port District officials to the courthouse for a full briefing before the board considers a proposed appropriation of $50,000 to the Heart of Illinois Regional Port District.
Administrator Sorrell summarized the district's history: the Port District was created by an act of the General Assembly in February 2003 and covers six counties along the Illinois River with the stated purpose of promoting economic development tied to waterways. "The request that is part of this ask is a one-time investment of $50,000," Sorrell said, adding that the county would want to set performance metrics before releasing funds.
Committee members and county representatives said the request is significantly smaller than the Port District's original ask and that the county has been explicit with the district that any county funding is intended to be short-term and conditional on demonstrable value. "We have been very, very clear in those conversations that that this is not perpetual funding," a member said.
If the board later approves funding, staff said the appropriation would be a budget amendment transferring funds from general-fund reserves to the departmental budget; administrators noted a supermajority vote on the board would likely be required for a mid-year budget amendment of this type. County representatives recommended Port District staff provide an executive summary (one page) describing planned uses of funds and their reporting process; the board expects Port District officials to present and answer detailed questions at a later meeting.
No appropriation was adopted at this meeting; staff will invite Mr. Sinker and Port District leadership for a future presentation and return with recommended performance metrics and an executive summary.
