Commission conditions 270-unit Mission Circle apartment reapproval on traffic study

The Glynn County Mainland Planning Commission voted 7-0 to approve a site plan for a 270-unit multifamily development at 4002 Mission Circle, contingent on completion of a traffic study as requested by county staff and engineering reviewers.

Christopher Carey, Glynn County planning and zoning, said the plan mirrors a prior approval from 2023 and that the project is proposed at the site’s full density of 16 units per acre, with parking provided at 1.5 spaces per unit. Applicant engineer Jake Lemmings said full civil plans were previously approved and have been resubmitted; the county engineer may require a traffic study during civil-plan review.

Commissioners and staff expressed concern about roadway capacity and existing congestion on Venture Drive and Perry Lane, which serve as the primary egress points for the area. Commissioners noted prior discussion around emergency-only access and possible secondary access options and asked whether intersection improvements would be identified as part of any traffic analysis. County staff said the engineer would analyze counts and propose remedies (signalization, turn-lane work, roundabout or other intersection improvements) if warranted; those improvements would be the developer’s responsibility to implement if required.

The commission’s contingent approval allows civil-plan work to continue while requiring the traffic analysis to be completed and any engineer-specified mitigation to be addressed as part of the civil-plan process. The commission emphasized the traffic study’s role in identifying feasible access or intersection improvements before construction moves forward.
