PG&E asks CPUC to fund 307 miles of undergrounding in 2027 while EUP guidelines are finalized

In its Exhibit 4 presentation on electric distribution, PG&E asked the California Public Utilities Commission to approve funding to underground 307 miles in 2027 as a one‑year bridging request while the commission’s Electrical Undergrounding Plan (EUP) guidelines are still being finalized. Shannon Yuan, PG&E exhibit 4 case manager, described the request as intended to “ensure that we have continuity of the undergrounding program while the electrical undergrounding plan or the EUP guidelines are completely final.”
PG&E said the 2027 funding is intended to prevent a hiatus in a major wildfire mitigation activity that removes overhead lines from high‑risk areas. The company proposed an annual extension process to continue funding consistent with wildfire mitigation commitments if the EUP is further delayed.
Yuan told attendees the undergrounding work is part of a broader system‑hardening strategy that also includes overhead hardening, line removal and related planning tools. The request at the workshop was presented as a proposal in the rate case; CPUC staff and the ALJ flagged that final treatment will depend on the commission’s determination in this proceeding and any EUP guidance.
