Marathon County briefs ERC on MS4 permit reporting, regional stormwater collaboration

County staff updated the Environmental Resources Committee on the Municipal Separate Storm Sewer System (MS4) annual report, salt-reduction work and regional coalition activities; no committee action was required.
Laurie Muskemmons, director of Conservation, Planning & Zoning, told the committee on June 3, 2025, that Marathon County submits an annual MS4 report to the Wisconsin Department of Natural Resources and coordinates stormwater activities in urban portions of the county.
"We do have to have what's called an MS 4 permit," Muskemmons said, explaining that because some county roadways and facilities can contribute to stormwater pollution, the county must track activities, report salt use, educational events and coordinate with highway shops to prevent illicit discharges.
Muskemmons said the county participates in the North Central Wisconsin Stormwater Coalition and is a member of Wisconsin Saltwise, which work regionally on public education and reducing salt application. She said the county submitted its 2024 activities report to the DNR and that the DNR provides feedback and asks follow-up questions.
There was no action required by the committee; the item was an informational update and staff asked for questions. Committee members had none.
