Councilmember Andrew Hollingsworth, chair of the Parks, Public Utilities and Technology Committee and sponsor of the legislation, said the bill authorizes execution of the interlocal agreement, negotiation of an operating and maintenance agreement with Seattle Public Schools and Memorial Stadium Redevelopment LLC, and allows work to proceed toward demolition and construction. Hollingsworth told the council the project is slated to be completed by September 2027.
Councilmembers from multiple districts praised the collaboration. Several councilmembers and former elected officials who had worked on the project over many years were recognized during the meeting. Councilmember Ben Kettle highlighted work on the memorial wall that honors Seattle residents who died in World War II and thanked veteran organizations for their input and advocacy. Councilmember Maritza Rivera and others framed the project as a public‑private partnership that will provide a modern facility for students and the broader community.
The bill passed on a roll-call vote with nine members in favor and none opposed. The council’s passage authorizes the mayor to finalize the interlocal agreement, after which contractors will begin demolition and construction activity on the site.
The redevelopment replaces the existing stadium, built in 1947–1948, and includes upgrades intended for school and community use. The legislation authorizes the mayor to execute the agreements and negotiate operations and maintenance terms; specifics of funding, construction phasing and detailed operating schedules are to be implemented under the interlocal and development agreements and reported to council through the regular oversight channels.
Next steps: with council authorization, the mayor’s office and project partners will execute the agreements and proceed to construction procurement and site work, with a target opening in September 2027.
