Red River Regional Dispatch board approves new records system and staffing changes; Clay County commissioners hear update

Commissioner Ebinger reported to the Clay County Board of Commissioners on June 3 that the Red River Regional Dispatch Center Board of Authority approved pursuing a contract with First Due for a records management system and voted to generalize language in the joint powers agreement so vendors can be changed without reopening the JPA.
"We passed a motion to pursue a contract with First Due for records management system for the fire ... agencies within the dispatch center," Ebinger said. He added that Tyler Technologies is exiting that line of business and the new JPA language will allow switching vendors without repeated JPA amendments.
The regional board also approved replacement of UPS batteries after a vendor error; under a negotiated resolution the vendor will replace the batteries that required service at no net cost to the dispatch board, Ebinger said. The dispatch center will add an eighth console to be staffed from 11 a.m. to 3 a.m. daily to provide more operator focus on rural Clay County, and the new facility is scheduled to open in October, he reported.
Commissioners did not take action on the dispatch items during the county meeting; they were reported as committee actions taken by the regional board. County staff indicated they will notify small city partners of the staffing enhancement and provide follow‑up information to affected municipalities.
