The Stormwater Management Committee approved a multi-year contract with Exela on June 3 for subscription services supporting building, zoning, public works, stormwater and transportation systems.
Chair Zay introduced the informational item (TEP8-25). Staff said the contract covers an annual subscription to Exela products including Bellesimo Connect Enterprise, Bluebeam, Citizens XSense and Civic Platform for multiple county permitting and operational functions. The agenda materials referenced a total contract amount of $1,144,575; staff said the stormwater department’s portion is $311,204.72.
Committee members asked about price increases over the contract term. Sarah said the county negotiated to hold years one through three steady; in years four and five the contract allows a 5% increase per year. “In years 4 and 5, there is a lock in of or there is an increase of 5% per year,” Sarah said, adding that staff sought longer-term pricing stability by negotiating those terms.
The motion to approve the contract was moved and seconded (mover recorded as Member DeSart; second by Member Evans in the meeting record) and the committee approved the contract by voice vote.
Staff presented the contract as a four- to five-year subscription commitment and indicated the department is responsible for its portion of the overall contract cost. Members did not raise procurement challenges at the meeting; staff acknowledged the length of the contract and the phased increases in years four and five.
