DuPage Zoning Board continues hearing on daycare conditional-use request in Lyle Township

DuPage County Zoning Board of Appeals Chairman Bob Cartol continued a public hearing Tuesday on a conditional-use petition to allow a daycare center with preschool in an R-4 zoning district in Lyle Township, rescheduling the matter for June 17, 2025, at 6 p.m. in the cafeteria.
The petition, listed on the agenda as "Zoning Petition 20 five-twenty 1, Insight Real Estate Investments Properties, LLC," was represented at the meeting by Philip Lukens, who asked for a continuance after receiving recent county comments and feedback from the DOT. "We have received comments from the county in the last week, DoDot in particular, and regarding traffic and circulation," Lukens said, adding that he had a scheduled meeting with the DOT the following week to try to resolve their concerns and improve project safety.
Chairman Cartol said the board’s custom is to grant a first request for continuance for a petitioner’s convenience and formally continued the item to the June 17 meeting. Cartol also addressed an item of public comment submitted through the county portal on 05/27/25 by Ken Mateus, saying that although the comment was filed under the county’s public-comment procedures, it would not be made part of the hearing record for this case under Open Meetings Act rules and the board’s evidentiary requirements. Cartol asked that the commenter resubmit his statement when the case is next heard.
Two neighbors identified themselves in the room—Frances Secrist and Jenny Shea, who said she unofficially represents a group of homeowners—and the property owner, Charles Arcianas, attended with his wife, Connie Arcianas. The chair noted he was the only board member present and that no public testimony would be taken that evening beyond the procedural continuance.
No minutes were presented for approval, and with no other old or new business, Cartol adjourned the meeting.
The continuance leaves outstanding the county and DOT traffic and circulation comments; the petitioner expects to meet with DOT and to return with revisions or additional information at the June 17 hearing.
