DuPage County staff propose cost-share drainage assistance for unincorporated residents

Sarah said the program is modeled on longstanding municipal cost-share programs and aims to extend similar assistance to residents outside municipal boundaries.
Member Persisio sought clarity on eligibility and long-term outcomes. Sarah confirmed the program requires two or more affected properties to qualify. “It has to have 2 it has to affect 2 residents,” she said. Member Tornatore and others discussed municipalities with existing programs—Mayor Brummell’s Warrenville program was cited as an example of local uptake.
Sarah said the department worked with the DuPage County State’s Attorney’s Office on program details and presented the concept to Chair Zay. The department will outline application eligibility criteria and administrative steps in forthcoming documents and include the program in the 2026 budget materials circulated to the committee for comment prior to formal submission.
No formal vote was taken on the program at the meeting; staff presented it as a proposed new initiative and asked for committee feedback before finalizing budget language.
