DuPage County committee approves several transportation contracts, hears Rebuild Illinois funding update

The DuPage County Transportation Committee on June 3 approved several procurement recommendations for the Division of Transportation and received a subscription contract for county permitting and public-access software. Members also received an update on the county's use of state Rebuild Illinois bond funds.

Committee members approved a package of procurement items including contracts or renewals for vehicle body and parts suppliers, maintenance and software support, and tire purchases. The approvals included: a contract renewal with Alfa Monte Ford Sales Inc. for heavy-duty body repairs (renewal value not to exceed $15,000 per renewal option); a contract with Altek Inc. for OEM replacement parts (contract amount described as $15,000); a contract for Snap-on tools (contract not to exceed $30,000); annual maintenance and support services to Traffic Control Corporation for the county's ATMS software (contract not to exceed $36,773); and a Max Body Shop contract for auto body repairs with renewals producing a contract total not to exceed $70,000 (allocation described as $20,000 for the Division of Transportation and $50,000 for the sheriff's office). The committee also approved a purchase order to Auto Tech Centers, Inc. for Goodyear tires not to exceed $120,000.

The committee approved DTR 0013-25, awarding the 2025 pavement preservation contract (section 25-CRT-SL-09-GM) to SKC Instruction Inc. for an estimated county cost of $30,000 as the lowest responsible bid. The committee approved DTR00140-25 awarding a Lyle Township 2025 Road Maintenance program contract to Schroeder (as read at the meeting) with an estimated township cost of $1,353,606.86 and no county cost.

Members received and placed on file a recommended contract with Acela Inc. for annual subscription services supporting Bluebeam, citizen access, civic platform modules for building and zoning, public works, groundwater and transportation. The Acela contract covers June 23, 2025, through June 22, 2029, with a contract total not to exceed $1,144,575 and was described in the meeting as a sole-source proprietary maintenance agreement.

Chairing staff read statutory procurement references during the motions, citing compliance with procurement law and cooperative purchasing vehicles such as NASPO and the Intergovernmental Cooperation Act where applicable. The meeting record included references to procurement authority under 55 ILCS 5/5-1022(c) for noncompetitive procurements of proprietary systems and to use of NASPO and other cooperative contracts for some purchases.

In "Old Business," staff updated the committee on Rebuild Illinois (RBI) funds the county received from the state. DuPage County received about $35.4 million in RBI bond funds over four years; staff said all RBI funds were obligated by the end of the month and that the county has spent all but about $7 million, which staff said are obligated and expected to be expended before year-end. Staff also reported that the Illinois Department of Transportation had issued a call for local projects for about $400 million statewide and that the county submitted six applications totaling about $22 million.

The committee approved the procurement items by voice and roll-call votes where taken and asked staff to continue routine contract oversight. Staff said the county remains active in seeking state capital funds under new IDOT solicitations.
