A DuPage County committee voted to approve a multi-year subscription agreement with Accela, Inc., for civic and permitting software and related services and to place the contract on file. The contract total was stated as not to exceed $1,144,575.
At the same meeting the committee approved DCR0003H25, a transfer of funds from unappropriated cash to the Building, Zoning and Planning Fund (account 1100-2810) in the amount listed in the record as $646,240.204 to prepay the first three years of a five-year renewal with Accela.
During discussion, the vice chair asked whether the transfer would come from the general fund. A staff member answered that Building and Zoning has a separate special revenue fund and that the transfer would use the unallocated balance from that fund’s reserves; the other county entities that benefit from the shared system will reimburse Building and Zoning for their portions.
The committee approved both the subscription agreement and the transfer by voice vote; the transcript records the motions and the phrase “All those in favor? Aye,” followed by “The motion carries.” The transcript did not record a roll-call vote with member-by-member tallies.
Staff identified the contract as an annual subscription service to provide Accela enterprise modules and citizen access for permitting and for use by building and zoning, public works, stormwater and transportation divisions. The meeting record also references Bluebeam software alongside Accela for plan review and citizen access functions.
