Santaquin staff recommend wrap-tax allocations for parks, rec building equipment and site improvements

Councilors reviewed recommendations from the wrap-tax committee and city staff for parks and recreation spending from the city's wrap-tax fund. Staff presented a prioritized list that includes equipment for the new recreation building, park improvements across the city, tree planting and site-specific items such as volleyball-court lighting at Centennial Park and a half basketball court at Badger Way Park.
Jason (Assistant City Manager) said the largest item is outfitting the new recreation building with non-fixed equipment — bikes, weights and other items — because impact fees cannot pay for equipment that is not bolted to the structure. Staff recommended a lowered equipment request of $155,000 (reduced from a higher request), noting a $70,000 carryover from the previous year. The equipment would be installed after the building interior and utilities are complete; staff said that could be a year away.
Other recommended wrap-tax items included: batting-cage replacement and planting trees, park drinking-fountain and splash-pad work at Sunset Trails Park, replacement of dirt on trails and at the mountain-bike skills park, entry gates at Harvest View, and lights for two new volleyball courts at Centennial Park. Staff also proposed a post-tension concrete half-court basketball surface at Badger Way Park.
Council members asked for site plans for the cemetery and rec building sites and said they wanted to see how proposed drives and grading would affect neighbors. Jason replied that draft site plans exist but were not yet finalized and that staff is preparing more detailed grading and site layouts. He also said wraps-tax allocations can be reallocated if not used the current year.
The wrap-tax committee's recommendations will come to the regular council meeting for discussion and formal action. At the work session, the council did not take a final vote; staff signaled intent to move forward with the recommended package and to provide additional site plans and timelines for placement of equipment.
