City staff asked the Santaquin City Council at its June work session for direction to apply for a Utah County recreation grant to fund two projects: improvements to the archery course at Harvest View and replacement/upgrade of dirt on several ball fields.
The request covered about $11,008.65 in proposed grant spending, with roughly $6,000 earmarked for the archery improvements and about $5,800 for ball-field work. Assistant City Manager Jason (Assistant City Manager) told the council the grant application deadline was July 9 and asked for permission to proceed.
The matters prompting caution were whether grant-funded improvements would create a permanent change to the master plan. A council member said they were “not opposed” but unsure if the archery course was the right, permanent location. Jason replied, “As indicated in the email, it does have to be for specific purposes,” and said staff would confirm whether accepting grant funds would lock the city into a permanent land use.
Staff noted the archery improvements could include parking, road base, shade and targets and that much of the park in that area likely will not be developed for 10 to 20 years because of funding timing. Another staff member said the archery elements could be moved later if necessary, though some features might be more difficult to relocate.
On balance, council members signaled support for applying for both projects, with one councilor asking staff to verify whether the grant would require permanent placement. Jason told council that the county recreation grant award would be routed for mayoral signature after an award is made.
The council did not take a formal vote in the work session; it provided direction to staff to proceed with the grant application pending confirmation about whether grant conditions would impose permanent changes to the park master plan.
Staff plans to follow up with a clarification about permanence and any alternatives (including restroom improvements at Centennial Park or Orchard Hills) before final acceptance of any grant award.
