The Rule 6 draft contains parallel terminology for consistency and adds a clause limiting packet updates: in no case will packet materials be accepted or redistributed after the close of business on the last day of the preceding business week.
Council members debated whether the packet cutoff would undermine the existing 7-day agenda and 6-day packet expectations. Alder Killian said the change could cause problems for members and the public who work full time: "I still think we need the 7 and 6 day rule, but there has to be a stop that says no more can be added to the packet after a certain time." Staff and other members described the Friday close-of-business stop as a practical hard stop to give staff time to assemble and distribute final packet materials, and to avoid daily updates that make it difficult for media and the public to track changes. One staff member summarized: "It allows staff two more days if there are major change[s] ... but after Friday at 04:30, we're not making any more updates." The city attorney agreed that limiting last-minute additions would curb routine, nonemergency changes being treated as emergencies.
Motions to forward the revised Rule 5 and Rule 6 to the Committee of the Whole were made and seconded. The motion on Rule 5 was moved by Alder Killian and seconded by Alder Martins; the motion on Rule 6 was seconded by Alder Tierney. Both motions carried by voice vote; no roll-call tally was recorded in the discussion. The council also accepted an amendment to the minutes earlier in the meeting and voted that motion by voice vote.
Discussion: The council clarified how certain items appear on the agenda (for example, reports from boards such as the Board of Public Works are typically listed under committee reports and placed on file pursuant to the city's claims chapter). Staff noted the practical difference between "agenda" (subject to notice rules) and "packet material" (supporting documents the city distributes to council members). The drafts aim to make that distinction explicit and to standardize terminology across rules.
