MORGANTOWN, W.Va. — The Morgantown City Council on Tuesday approved the first reading of an ordinance amending Article 17-51 (Housing Code) to clarify definitions and require a local owner or property point of contact to improve response times for property-maintenance issues.
Assistant City Manager (presentation) said the revision clarifies several code definitions and adds or refines the requirement that property owners provide a local contact so the city can promptly reach someone responsible when maintenance or code enforcement actions are necessary. The change responds to repeated difficulties in contacting out-of-area owners and situations in which the city needed warrants or longer processes to obtain compliance.
Chief Building Official Drew Cantus previously presented the proposed changes to the Committee of the Whole; the assistant city manager noted the amendments are primarily clarifying and administrative. Council approved the first reading and recorded the vote as 7-0.
If adopted on second reading, the revisions are intended to shorten response times on property-maintenance complaints by ensuring the city has a local point of contact for each rental or otherwise regulated property in the city.
