Council adopts consent package including sewer contract, landfill-plan study and sports-tournament funding; one councilor records a nay

The Casper City Council on June 3 adopted a consent agenda that bundled seven items including contracts, professional services agreements and grant-application support.

Items read into the record included: an outside-city sewer-service agreement with Larry D. and Nicole A. Castleman; a contract with HDR Engineering Inc. to develop a landfill-diversion business plan; Amendment No. 2 to the Public Safety Advisory Committee agreement with Wyoming Medical Center Inc.; an agreement with Pope Construction Inc. for the solid-waste facility refuse collection container building procurement; an agreement with Compete Casper to fund Wyoming high-school tournaments in Casper from 2026 to 2030; support for an application to the Wyoming Business Council's Business Ready Community grant and loan program for a business-committed project; and Amendment No. 1 to the Casper Area Metropolitan Planning Organization and EagleView contract for the 2025 high-resolution imagery, LiDAR and elevation flight campaign.

Councilor Pollock moved adoption of the consent agenda; Councilor Haskins seconded. The city manager had no comments on the items during the meeting. Councilor Larson recorded a nay on one of the consent items (noted in the meeting record as "10 86"), but the consent package passed with the remainder of the council voting aye.
