Council advances charter amendment to move municipal elections to May primary to comply with state law

MORGANTOWN, W.Va. — The Morgantown City Council on Tuesday approved the first reading of a proposed charter amendment to change the city’s municipal election schedule to the statewide May primary date, in order to comply with Senate Bill 50 enacted in 2025.
City Attorney (presentation) explained the amendment would shift mayoral and council elections to the statewide May primary beginning in 2030. To accomplish that transition without truncating current terms immediately, the amendment would make the next two council terms three-year terms (rather than the current four-year terms) so that subsequent elections fall on the new schedule, after which the city would return to the standard four-year cycle.
The item was presented as a charter amendment (the city’s election date is set in the charter) and council advanced the first reading. The city attorney noted a 30-day notice and second-reading requirement before adoption; if the council moves the ordinance forward, the second reading is scheduled for July 15.
Council vote on the first reading was 7-0.
