Federal Way committee forwards CTR ordinance amendment and updated commute trip reduction plan

Federal Way transportation staff asked the Land Use and Transportation Committee to forward an ordinance amending Chapter 8.10 of the Federal Way Municipal Code and to adopt an updated Commute Trip Reduction (CTR) plan.
John Howard, transportation planner and local CTR implementer, told the committee the CTR Act (1991) requires cities to develop and update plans every four years; updates are often administrative but the plan is necessary for grant eligibility. He said the proposed ordinance edits Municipal Code to align with state CTR law and WSDOT guidelines and that the plan had already been approved by the Puget Sound Regional Council and WSDOT.
"The ordinance amendment itself updates city code to be consistent with state CTR law and WSDOT administrative guidelines," Howard said. "It streamlines the code, removes some jargon."
Howard said the update is not anticipated to have a direct financial impact on the city because implementation is funded through WSDOT grant funds. The mayor recommended forwarding Option 1 to the June 17 council meeting for first reading. The committee voted unanimously to move the ordinance to first reading on June 17; the motion was made by Councilmember Morrison and seconded by Chair Jared Dovi.
The committee did not modify plan goals or implementation targets in the discussion; staff said the plan provides guidance for employee transportation coordinators and helps maintain grant eligibility.
