Committee forwards $100,000 contract increase for Pacific Highway nonmotorized corridor to council

The Land Use and Transportation Committee voted to forward an item authorizing a $100,000 increase in contract expenditures for the Pacific Highway nonmotorized corridor Phase 1 project.
Senior civil engineer John Mulkey told the committee the requested increase is needed because of unexpected utility conflicts, higher-than-anticipated traffic-control costs and other cost overruns. He said funding will come from within the project budget, noting the city reduced construction management costs by performing some work in house.
"Cost increases were due to unexpected utility conflicts as well as cost overruns and traffic control," Mulkey said, adding the city expects to recover some costs from utility owners by reimbursement.
Mulkey summarized the funding: if council authorizes the $100,000 increase, the contract maximum would rise to $2,948,548 and the project would still be covered by existing funding. The mayor recommended forwarding Option 1 to the June 17 consent agenda.
Committee members asked whether the $100,000 is truly new spending; Mulkey and a staff member clarified the increase moves funds between project line items (from construction management to contract budget) and that some costs will be reimbursed by Lakehaven and AT&T for utility work. The committee voted unanimously to forward the increase to the June 17 consent agenda. The motion was made by Councilmember Morrison and seconded by Chair Jared Dovi.
