Commission awards bid for Holy Cross Medical Center construction to Bradbury Stamm

The Taos County Commission voted to award ITB 2025-02, the construction contract for the Holy Cross Medical Center, to Bradbury Stamm Construction Inc. after James Corp withdrew its bid under NMSA 13-1-106.
Purchasing staff reported two bid respondents. James Corp submitted a bid‑withdrawal memo indicating a mistake in the subcontractor amount and also had an unsigned insurance affidavit, which would have led to disqualification. With James Corp withdrawn, staff recommended Bradbury Stamm as the lowest responsive bidder.
Staff read the bid numbers into the record. The lump-sum base bid was $14,959,000. A contingency bid alternate (alternate B) was $1,149,590; bid alternate 1 (dump site trash enclosure) was $52,000; and bid alternate 2 (phenolic/plastic laminate alternative) was $72,000. Staff reported a total award amount of approximately $15,232,590 before tax when the alternates are included.
Commissioners asked about contractor qualifications, time of completion and liquidated damages; staff said Bradbury Stamm is an experienced statewide contractor, licensure and bonds were validated, and the final construction schedule and liquidated damages will be set during contract negotiations. Commissioners also discussed funding: $15 million had been provided via House Bill 2 previously, and the county expects to draw from another $7.5 million appropriation for amounts above $15 million; county staff cautioned that some funding agreements (GRAMA/agreements) remain pending.
A motion to award the ITB was made by Commissioner Vigil, seconded by Commissioner Meadow; the commission voted to approve the award to Bradbury Stamm Construction Inc.
