Federal Way committee to forward acceptance of 2023 asphalt overlay project to council

The Federal Way Land Use and Transportation Committee on Tuesday agreed to forward to the full City Council an item accepting the 2023 asphalt overlay project as complete.
City staff member Mister Cole asked the committee, “should council accept the 2023 asphalt overlay project constructed by ICON Materials LLC as complete,” and said the construction contract finished at just over $3,000,000 against an authorized maximum of about $3,700,000, leaving a surplus of $704,419.46. He told the committee acceptance is required to meet Washington State Department of Revenue and Department of Labor and Industries requirements for contract closeout and compliance.

In discussion, Councilmember Tran thanked staff for completing the work under budget. Chair Jared Dovi asked whether the $704,419 would return to the overlay fund; a staff member confirmed that the amount remains in a restricted account and will roll forward into overlay funding for future projects. Committee members also asked when the next overlay work will start; staff said summer 2025 work is already awarded and that design for the 2026 overlay list is underway and expected to go to bid in December or January.
The committee unanimously moved to forward Option 1 — acceptance of the project as complete and placement on the June 17 consent agenda. The motion was made by Councilmember Morrison and seconded by Chair Jared Dovi.
The committee did not change project scope or approve new spending; staff said remaining funds will remain in the restricted overlay account and be available for future overlays.
