CRA board OKs virtual nonvoting workshops; first session set for June 11

The Panama City CRA on June 3 approved a motion to hold virtual, nonvoting workshops for board members to discuss ideas and coordinate with staff. The first workshop was scheduled for Wednesday, June 11 at 4 p.m.
Chairman Pat Branch said he wanted frequent, short virtual workshops "for collaboration and…to get the shaping of ideas out to the public much sooner" and to allow board members to exchange early ideas before formal agenda items reach a meeting. "Virtual, Zoom, low cost," Branch said as an example of a platform the board could use.
Board members agreed the workshops should be nonvoting and structured to avoid drifting into formal agenda items. The board instructed staff to consult the city attorney and city manager about notice and participation rules. CRA staff noted that while workshops are not formal votes, legal notice and recording are typical best practices; the city attorney said he would review specific notice requirements for CRA workshops.
The board clarified the intended format: the initial workshop is for the five CRA board members and staff to exchange ideas; the public may watch recordings but will not be expected to participate in the first session. Board members discussed hybrid options (virtual plus an in-person station) for participants who need help accessing technology.
A motion to hold a virtual workshop on June 11 at 4 p.m. passed on a roll-call vote with Board member Hughes, Board member Lucas, Board member Bridal Granger and Chairman Pat Branch voting yes. Staff said it will publish appropriate notice and consult legal counsel about any additional requirements prior to the session.
