CRA board approves study to explore expanding Saint Andrews and Millville districts; process will take months

The Panama City Community Redevelopment Agency on June 3 authorized staff to begin the process to evaluate expanding CRA district boundaries for Saint Andrews and Millville and to return with maps and cost estimates for board approval.
Staff explained that expanding a community redevelopment area requires a finding-of-necessity study and adherence to Chapter 163, Part III of the Florida Statutes. "If we hit go today, you're probably looking at next spring before we bring that recommendation back to look at further expansion," a staff presenter said, describing the process as about a nine- to 12-month effort.
Board members described target areas, including filling an island gap between Seventh and Eleventh streets to extend Millville north and modestly extending Saint Andrews to the north. Staff said updating CRA plans and mapping for expansions is already underway; the full update of all four CRA plans has been budgeted and is in progress.
Board members moved and seconded a resolution directing staff to proceed with a finding-of-necessity study and to bring back a proposed expanded map for formal approval. The motion passed on a roll-call vote with Board member Hughes, Board member Lucas, Board member Bridal Granger and Chairman Pat Branch voting yes.
Staff said the finding-of-necessity study is typically contracted to a consultant and estimated plan-update costs have been shared across the four CRA districts. The board instructed staff to return with the study scope and a quote for the consultant task order and indicated willingness to fund the work either in the current budget or as part of next year’s budget depending on cost.
