City staff announces Kinney Corridor open house with Army Corps and UW–Madison partnership on pedestrian-crossing analysis

City planning staff told the commission about two near-term public-engagement and planning efforts: an open house on the Kinney Corridor project with the U.S. Army Corps of Engineers and the National Park Service, and an ongoing partnership with the University of Wisconsin–Madison Traffic Safety Lab to design and recommend enhanced crossings on Division Street and other locations.
A staff member identified as Emily (planner) said the open house with the U.S. Army Corps is scheduled for tomorrow evening from 6:30 to 8 p.m. in the council chamber; the event will cover the Kinney Corridor project and a potential proposal to remove two dams on the river. Emily said the National Park Service Rivers, Trails, and Conservation Assistance program would also attend to discuss recreation aspects of corridor planning and implementation.
Emily described the UW–Madison partnership as part of a university–city program that connected the city to the university’s traffic safety lab. She said the lab is working with the city on specific recommendations for crossings — including possibly shortening curb-to-curb crossings, adding flashing beacons like those at the library and school, and other strategies to implement the city’s bike-ped plan. The lab has previously presented transportation safety workshops to the commission and council, and staff said the lab’s recommendations will include design options and potential costs.
Emily also noted a planning commission meeting scheduled for July 1 to consider a final plat application linked to a separate annexation east of the parcel discussed tonight (a twin-home development). Commissioners discussed scheduling issues for the July 1 meeting and the need to confirm a quorum during the July 4 holiday week.
A commissioner asked whether a bicycle box or related bike-lane detail to protect cyclists leaving stores would be appropriate to raise with the traffic safety lab; staff said the lab would be the right partner to provide recommendations.
