Cary amends 2025 budget and approves five-year sole-source Motorola radio agreement for police equipment

The Village Board approved a budget amendment June 3 to add $274,000 to the FY2025–26 budget for police equipment and then authorized the village administrator to sign a five-year, sole-source agreement with Motorola Solutions for portable radios, not to exceed $274,599.23.

Finance staff explained the amendment was needed because a portion of the capital plan — body-worn cameras and portable radio replacements — had been inadvertently omitted from the overall budget when the capital and operating budgets were passed in April; the capital activity had previously been approved and this action corrects the overall total.

“Unfortunately a portion of the capital plan was inadvertently omitted from the overall budget,” finance staff said, explaining the $274,000 adjustment relates to PD equipment including body-worn cameras and portable radios.

After the budget amendment passed by roll call, trustees approved a resolution authorizing the village administrator to enter into a sole-source five-year agreement with Motorola Solutions Incorporated for portable radios in an amount not to exceed $274,599.23. The motion passed by roll call with all trustees voting yes. Village staff said the procurement approach was sole-source due to equipment compatibility with existing systems and did not present further procurement alternatives at the meeting.

No additional details on payment schedule, trade-ins or warranty terms were discussed during the public meeting; staff committed to following standard contracting procedures and to provide records as required for the contract file.
