Envision Needham plan delayed amid parking, funding and quorum concerns, committee member says

Felix said the committee has struggled to develop formal recommendations because of difficulty obtaining quorums and multiple prior vacancies. "Getting a quorum has been very hard," he said, and that informal directions to consultants were sometimes not recorded as formal committee recommendations.
