The Stillwater City Council voted 5-0 on June 2 to approve a map amendment rezoning 1002 South Husband Street from RT (two‑family residential) to CB (commercial business).
City Senior Planner Henry Bibelheimer told the council the proposal aligns with the city’s future land use map and noted the planning commission recommended approval by a 3-0 vote. “Tonight is coming before you again for a decision to be made,” Bibelheimer said, noting a prior council meeting produced a 2-2 tie and that city code section 2 56 treats a tie as no decision.
The applicant, Corey Williams, described plans to repurpose the existing house and add to the rear to create a neighborhood restaurant. “This does fit within the comprehensive plan,” Williams said, adding that prior projects he completed in the area have preserved neighborhood character. Neighbor Janet Rogers, who lives at 1006 South Husband directly south of the property, said she was concerned about commercial use encroaching on her living space and asked when the commercial designation first appeared; staff replied the comprehensive plan was last adopted in 2012 or 2013.
Councilors discussed competing interests of neighborhood preservation and downtown growth, with several members saying they were comfortable approving the rezoning so long as the existing home could be preserved as a buffer. A motion to accept the planning commission recommendation carried 5-0. The council also moved to advance ordinance 35‑71 (the rezoning ordinance) to second reading; that motion passed 5-0.
The decision follows prior hearings: the planning commission recommended approval in October 2024 (3-0); the city council deadlocked on Oct. 21, 2024. The applicant said the property is on the southwest corner of 10th and Husband and pointed to nearby commercial activity (Empire Slice and StoneCloud) as context.
Next steps: ordinance 35‑71 was advanced to a second reading later in the meeting. Any specific conditions on parking, hours of operation or site design were not specified in the hearing record and remain subject to permit review and any zoning conditions the council attaches at second reading.
