City approves interlocal agreement with county to coordinate Garden Street paving

Engineering staff explained the city's CCMG-funded portion runs from Waverly to Hidden Oaks Trail; the county planned to pave Hidden Oaks Trail to Orchard. Staff said county bids produced advantageous pricing and that having a single contractor for the entire corridor would improve quality and avoid an extra paving joint.
The agreement instructs the county to perform the paving on its portion and invoice the city for the city’s share of work performed under the CCMG project. City officials said the interlocal approach is intended to streamline construction, keep the work within grantable centerline miles and reduce seams where different contractors meet.
The motion to approve the intergovernmental agreement passed by voice vote. Staff described the relationship between inventory limits for CCMG funding and the city’s legal ability to pave only within its inventory but said the interlocal agreement is a practical coordination tool to achieve a uniform pavement across jurisdictional boundaries.
