Pataskala to use remaining ARPA funds on Creekwood lift station repairs and access improvements

Pataskala City staff told the utility committee that the Creek Road force-main project — funded entirely with $1.6 million in ARPA money — is substantially complete and that the city plans to use remaining contingency funds for additional work at the Creekwood Lift Station, including replacing original check valves, regrading and gravelling the driveway to allow safe truck turnaround and installing a replacement variable-frequency drive (VFD) for pump No. 2.
Staff said the main project work at the wastewater plant is essentially finished with only punch-list earthwork remaining and that the contingency budget was only lightly used because crews encountered fewer unknown conditions than expected. The presenter said the three items proposed for the remainder of the contingency are replacement check valves at Creekwood Lift Station, improving the narrow driveway so trucks will not need to back onto Creek Road, and replacing a failed VFD for pump No. 2. The VFD part is on a 3–4 month backorder and could delay final substantial completion of that contract, but other work will continue while the part is ordered.
The presenter said roughly $20,000 was left inside a contingency-for-contingency allocation to cover unexpected extra costs while performing the additional lift-station work and that any unspent ARPA funds could be applied toward WRF design before the ARPA expenditure deadline (December 31 of the following year). The presenter noted earlier authorizations and resolutions already cover the proposed additional work, so no new council action is required to proceed.
Committee members asked whether it made sense to use ARPA funds for items that later would be financed via the 0% design loan; staff responded that the leftover contingency is small relative to the project and that staff would be on the lookout for any additional qualifying items.
No formal council actions or votes were requested at this meeting; staff sought the committee’s concurrence to proceed with the additional tasks under the existing authorization.
