Cowlitz County commissioners on Tuesday approved a contract with Weather Guard for a roof replacement on the county Administration Building not to exceed $423,752.
“Good morning. Commissioner Sean Roe here for facilities today. We have a bid award and contract execution with Weather Guard for the roof of this building, the Administration Building. The total amount is not to exceed $423,752,” said Commissioner Sean Roe during the meeting.
Roe said the roof is a thermoplastic polyolefin (TPO) system with an expected service life of about 20 to 25 years. The county presented the replacement as proactive maintenance rather than a response to active leaks; Roe said the roof is similar in era and construction to roofs that have had significant leaks elsewhere.
Commissioners and other speakers asked about warranty and maintenance. Roe said the contract includes a short-term labor warranty (he said he believed it to be one year and offered to confirm) and that the manufacturer provides a longer-term materials warranty of approximately 20 years. He also said facilities staff perform annual inspections and maintain designated walk paths to reduce wear, and the county holds an on-call maintenance contract to address larger repairs.
The project drew limited discussion. A motion to approve the contract execution with Weather Guard passed by voice vote.
Details: seven bids were received for this procurement. County staff described the work as one of the last deferred-maintenance items on the Administration Building; no start or completion dates were provided at the meeting.
