College Place commission approves sending economic development strategy to city council

Commissioners made the recommendation after a presentation by Paul Saldanha, the meeting’s presenter, and a staff update from Michael Rizzitello. Saldanha said the packet before commissioners was an administrative draft and that staff and consultants had proposed edits. He said the team would add an alignment page showing how the current plan aligns with the city’s planning and growth policies and would further refine that page after meeting with consultants working on the comprehensive plan update.
Rizzitello told the commission the draft now includes a goals-and-objectives section so the document can serve as the economic development element of the comprehensive plan. Saldanha said the core content — the goals, vision and strategic-direction action plan — was not changing. The presenter also described an expanded market analysis that will complement the CEDS by enhancing employment projections and land-use capacity estimates tied to target industries.
Commission discussion included brief thanks for the draft and appreciation for the removal of one line in the SWOT analysis that characterized the community’s identity; the draft team removed that weakness after receiving feedback. The motion to approve forwarding the CEDS administrative draft for inclusion in the comprehensive plan update was moved and seconded and passed unanimously.
Next steps discussed at the meeting include preparing a graphic-rich draft version for public-facing review and bringing the recommended CEDS language forward to the City Council for formal consideration.
The CEDS item was presented and discussed during the meeting’s agenda and resulted in a formal recommendation to the council; no council action occurred at the Commission meeting.
