Newberg council adopts $224.8 million biennial budget, elects to receive state shared revenues

The Newberg City Council unanimously adopted its biennial budget for fiscal 2025–27 and approved two companion resolutions to accept state shared revenues and certify that the city provides the essential municipal services required to participate in Oregon's revenue‑sharing program.
Katie, a staff member presenting the budget, told the council the proposed biennial budget “equals $224,810,200 with 147.28 FTE. Total appropriations equals $203,083,262 with unappropriated ending fund balances and reserve for future expenditures totaling $21,726,938,” and she said the approved property tax rate in the document is $3.00748 per $1,000 of assessed value.
The council received the staff report, held public testimony (no members of the public spoke) and voted to adopt Resolution 2025‑3972, the biennial budget resolution. The motion to adopt was made and seconded on the record, and council approved the resolution by voice vote without opposition.
Council then held a public hearing required to elect to receive state shared revenues and to determine the use of those funds. Staff referenced ORS 221.77 as the statute that requires cities to adopt an ordinance or resolution annually to elect to receive state shared revenues and to file a copy with the Oregon Department of Administrative Services by July 30. After asking for public testimony (none was offered), the council adopted Resolution 2025‑3974 to elect to receive state shared revenues and to budget those revenues as presented.
Finally the council adopted Resolution 2025‑3973 certifying that the City of Newberg provides at least four essential municipal services (police protection; street construction, maintenance and lighting; sanitary sewer; storm sewers; planning, zoning and subdivision control were listed as city services) consistent with ORS 221.76 and the state's revenue‑sharing requirements.
Each resolution passed unanimously by voice vote.
Why it matters: the adopted budget sets the city's two‑year spending plan, property tax rate and staffing levels, and completing the state shared‑revenue election and municipal‑service certification allows Newberg to receive its share of state distributions under Oregon law.
