Saint Charles panel approves $103,500 in hotel‑tax grants for cultural organizations

The Government Operations Committee of Saint Charles City approved a resolution to distribute $103,500 in hotel‑tax funds to eight cultural organizations, following a recommendation from the Visitors Cultural Commission.
The grant amount — unchanged from last year and up from $90,000 two years ago after a prior 15% increase — will be split among the eight applicants under the commission's scoring process. Director Hanna said the commission ranked applications using longstanding criteria that include perceived economic impact, enhancement of community culture, community involvement and benefit, and enhancement of the city’s reputation.
The commission reviewed eight applications and heard presentations on May 7, Director Hanna said, and commission members submitted scores on May 14. “Those criteria…include the perceived economic impact to the city, enhancement of community culture, benefit to and involvement of the community and enhancement of the reputation of St. Charles,” Director Hanna said. He told the committee that because one fewer organization applied this year, “all organizations that apply for funding this year received an increase.”
Councilmember Brian asked how the grant recipients collaborate with other organizations and artists to grow the local arts ecosystem and suggested adding collaboration to the scoring criteria. Director Hanna said the commission currently relies on applicant‑submitted information — attendance, number of events and other activity — and assigns a perceived economic impact score that is averaged among commission members. “It is essentially exactly what the criteria says: perceived economic impact,” Hanna said.
The committee voted to approve the funding agreements as presented. Roll call recorded unanimous affirmative votes.
The commission’s awards allocate hotel‑tax funds to support cultural education, arts programming and tourism; committee members asked staff to consider whether the application materials or scoring rubric should emphasize collaboration among organizations in future cycles.
