Commissioners continue Bonner County comprehensive-plan amendment review; Title 12 and cell-tower rules to follow

The Bonner County Board of Commissioners continued consideration of a proposed comprehensive-plan land-use amendment and associated map until August to allow additional workshops and review of public comments.
Commissioner Domke reported that the board continued the proposed amendment to the comprehensive plan land-use component and its associated map until August to allow more time for workshops, public comment review and further refinement.
Domke told the meeting, "I'm not personally comfortable adopting it as it was presented," and said he intends to bring suggested changes to the board before a final vote. He said public comments submitted earlier to the Planning Commission were "perused" but that now the board is "thoroughly reading all of the comments that are coming in based on the current proposed document" because the Planning Commission's recommendation has been transmitted to the board.
Domke said the implementation component (goals, objectives and policies) is being developed to run in close parallel with the land-use component and that the earliest adoption of the updated comprehensive-plan components would likely be in August. He also said staff are considering updates to Title 12 of county code after adoption — specifically proposed changes to broadband and cell-tower conditional-use permit procedures — and that those code changes will be discussed beginning next week.
During public comment, resident Ann Wyler Chamberlain asked whether written comments submitted during earlier workshops were being considered. County staff and commissioners responded that earlier comments were reviewed for overarching content by the Planning Commission, but residents should resubmit comments if they apply to the current proposed document because the Planning Commission may have updated the draft before forwarding it to the board. Public commenter Dave Bowman urged clearer posting of agendas for planning-related meetings, noting missing agendas hinder public participation. Commissioner Domke said a new hearing coordinator has been hired and that staff will work to improve posting consistency. Domke also explained a separate special meeting about Trestle Creek scheduled in June will include a federal lands representative to discuss possible off-highway vehicle and snowmobile corridor coordination and how that activity might affect county road maintenance.
