Two Greenwood annexation petitions declared incomplete; applicants told to refile and be re‑noticed

Planning staff told the Greenwood Advisory Planning Commission May 28 that two pending annexation petitions — Lincoln Park (County Line Road) and Stonehill/Harbor Homes (Honey Creek Road) — were declared incomplete and will return to the commission after the applicants submit completed materials and the city re‑notices hearings.
The issue matters because annexations change the city boundary and trigger zoning and public‑notice processes that affect property owners and nearby residents. Staff said notices that were mailed or published earlier could not substitute for a completed application under the city’s annexation notice procedures.
“...this is for both, Lincoln Park Annexation. This is, on County Line Road. This would be in the North Lehi corner of the city if it were to be annexed,” Mr. Nelson, a planning staff member, said while describing the two petitions. He told the commission the Stonehill item — which staff also referred to as Harbor Homes on Honey Creek Road — had incorrect exhibits and that the legal description initially omitted the public right of way from the annexation exhibits.
Because some application materials changed and the city’s legal‑department notice deadlines were not met, Nelson said staff did not accept the petitions as complete and asked that a new schedule be developed. “If you have any questions or want to contact my office to see if they've applied or filed, you're welcome to do that, and we'll be happy to answer any questions we can,” he said.
A member of the public, Alan Athena of 6072 North 125 West, asked whether attendees needed to stay for the Stonehill hearing; staff confirmed the item was not on the night’s business. Nelson explained notification procedures for future hearings: property owners within a 300‑foot buffer will be mailed notice, the city will post legal notices in the daily journal, and Greenwood will post its own notices for council hearings. Nelson said the annexation and the associated zoning map change will come to the planning commission for a recommendation and then to Common Council for public hearings, noting there will be multiple meetings in the process.
Staff advised residents within the notification buffer to watch for mailed notices and legal ads when the applicants refile and the city schedules new hearings.
