Council hears update on fiber connections and junior high storm drain condition

Councilman Roe reported that Putnam County fiber contractors are near City Hall and described planned crossings and potential extensions; the storm drain at the junior high property was filmed and may need pipe replacement as development proceeds.
Councilman Roe told the council that city staff have met with Putnam County Fiber representatives and local contractors about extending fiber service into Saint Albans.
Roe said contractors are ‘‘down to around City Hall’’ and will ‘‘cut across, cut down’’ into nearby areas; the team plans a river crossing and intends to run fiber out West Main and tie into Putnam County’s line on Route 817. Roe said extending service to Coal Mountain would depend on cost and whether it is included in original plans.
On stormwater infrastructure, Roe reported that the storm drain at the junior high property ‘‘has been filmed. Overall, it's in good shape, but it's old. Some of it is the square tile’’ and that portions are circular pipe. He said staff has talked to Gerardo and Chapman Technical about a feasibility study and that, as the property is developed, the city may prefer to replace piping in situ rather than move the line because moving it would be more expensive.
Roe emphasized the city will not place housing over the existing storm main; the only development likely to go over it would be a road, which could be excavated and the pipe replaced in the same location if necessary.
